What Down Payment Assistance Is

DPA refers to funds from state agencies, local governments, or lenders that help cover upfront purchase costs. It can come as outright grants that never need repayment, forgivable second mortgages forgiven over time, or deferred loans repaid only when you sell or refinance.

NJHMFA First-Time Homebuyer Program

The New Jersey Housing and Mortgage Finance Agency offers up to $15,000 in down payment and closing cost assistance as a five-year forgivable loan. Stay in the home five years and the entire amount is forgiven.

Income and purchase price limits vary by county. An NJHMFA-approved lender and completion of a homebuyer education course are required.

Stacking DPA with FHA or Conventional Loans

A buyer using FHA financing combined with NJHMFA assistance can purchase a home with very minimal out-of-pocket costs at closing. This stacking strategy is underused and highly effective.

Local and Municipal Programs

Many NJ municipalities — particularly Newark, Trenton, and Camden — offer their own DPA programs with additional layered assistance on top of state programs.

Common Disqualifiers

Earning above the income limit, purchasing above the price cap, having owned a home in the past three years, or not using an approved lender will disqualify you from most programs.
