In high-cost housing markets across the United States, FHFA designates certain counties as high-cost areas where the standard conforming loan limit does not reflect local home values. These areas receive a higher conforming limit — and mortgages between the standard and high-cost limit are called high-balance conforming loans.
2026 Loan Limits
The standard conforming loan limit for 2026 is $806,500 for single-family properties in most counties. In high-cost designated counties, limits are higher — up to $1,209,750 in the most expensive markets. Specific limits vary by county and are published annually by FHFA.
In our licensed states, high-balance limits apply in markets including Northern New Jersey, the Washington DC metro area, Northern Virginia, coastal Maryland (where applicable), and parts of New England including areas of Connecticut and Massachusetts.
Why High-Balance Matters vs. Jumbo
Mortgages backed by Fannie Mae or Freddie Mac — including high-balance loans — benefit from agency pricing and liquidity. They typically carry lower rates than true jumbo products for comparable borrower profiles because lenders can sell them into the agency market.
A borrower who needs $900,000 in a designated high-cost county is better served by a high-balance conforming loan than a jumbo — all else being equal — because the agency backing drives better pricing.
Requirements and Restrictions
High-balance conforming loans follow standard Fannie and Freddie guidelines with slightly higher down payment requirements in some cases. For investment properties the minimum down payment is typically higher than for primary residences.
